When a biker is riding on the sidewalk and approaches someone from behind, the rider should either ring the bell (and they should all have one) or call out “Behind you!” so that there is some warning. The bikes come up rapidly and silently and whiz by the walker very close and any mis-step could be disastrous. I’ve almost been hit by these silent riders on occasion.
