The Forest Park Playground and Recreation Department ran summer programs at three locations all summer long in the 1990s and into 2000s. This free sponsored recreation program featured supervised crafts, games and recreation activities from 8:30 a.m. to 12:30 p.m.

In 1994 the three locations for summer recreation were 16th/Circle (Reiger Park), Randolph/Circle (Remembrance Park) and the Garfield School play lot. The free recreation option was “not a babysitting drop off service” and children were required to be over the age of 6 to participate. It provided an organized place for local kids to gather and enjoy the carefree days of summer with some built-in programing.
