Forest Park police arrested a 16-year-old boy on Oct. 31 about 11:20 a.m. after an officer on patrol observed him driving a Dodge Caravan with Colorado license plates that had been reported stolen on Oct. 27. He had also been seen driving in Oak Park on Oct. 28 near Harlem and Madison.
